"Americans Have To Put  America Back To Work"

Every person has a different story to tell or concept of what would bring Americas Manufacturing Base back into Global Play which right now, isn't worth talking about since 2009-10, when the United States saw over 47,000 Manufacturing Facilities outsourced Over Seas. That's 47K Facilities not Employees! Those Millions of Americans that just cant find employment...."Those were their jobs". Sadly they're not coming back.
 So, we come to Step 1. Job Creation. To create a job you have to be producing something that's making money for your company and your people. In comes the Inventor.
 Step 2 > Expedite Patent's and Slash the Costs of R&D and Fees. Waive what can be for the first few years. This would require Patent Sub-Stations so to speak. There..there's your Products.
 Step 3>There are literally 100's of 1,000's of Manufacturing Facilities sitting vacant. Devoid of Human Use. Its what they were made for. Let Freddy Puke and Fannie Crack open up those Foreclosures and Government Owned for Immediate use. Since the Government is going to so graciously allow you your 1st year Fee Free to assist you in your efforts to "Put America Back To Work", all that is asked is that you at your own expense Equip and Renovate said Facility.
 Step 4>Get To Work!
 Am I being Naieve' or does this plan sound waaaay too simple.
